Providing Oversight for Performance-Based Vaccine Warehouse Grant

The Government of Rwanda obtained two performance-based grants from an international alliance that funds and supports immunisation programs to finance the construction of a vaccine warehouse aimed at improving national vaccine storage capacity. The total funding for this project amounted to US$ 1.9 million. The funder’s performance-based funding approach links grant support to improved immunisation outcomes, such as increased vaccination coverage rates for target vaccines and geographical equity in district-level vaccination coverage.

Situation

The funder contracted Edes & Associates as an independent oversight agent to monitor the construction of the vaccine warehouse and report on the progress. The key responsibilities included:

Collaborating with the country team to ensure compliance with applicable laws, including those of procurement.

Monitoring construction progress against timelines, design, budget, and major milestones.

Reporting progress to the funder to ensure transparency and accountability.

Solutions

Through the diligent oversight provided by Edes & Associates, the construction of the vaccine warehouse was closely monitored, and compliance with relevant laws and regulations was ensured. Edes & Associates’ oversight ensured the successful execution, appropriate cost control, and the on-time completion of the project, which improved the storage capacity of vaccines at the national level in Rwanda to ultimately improve vaccination rates and increase vaccine equity throughout the country.
