Safeguarding US$ 109 Million for Universal Coverage Campaign

Edes & Associates was contracted by a government body in Uganda to provide Fiduciary Assurance services for the operations of the Long-Lasting Insecticide Treated Nets (LLIN) Universal Coverage Campaign (UCC) in 2020 and 2023. The objective was to ensure that activities were undertaken as planned, payments were made in accordance with regulations, and US$109 million in funds were properly accounted for.

Situation

Edes & Associates’ scope of work as the Fiduciary Assurance Agent (FAA) covered three broad categories:

Financial Management: Reviewing budgets and work plans in addition to the provision of assurance over payment processing, accountability, reporting, and asset management at both national and subnational levels.

Procurement: Ensuring value for money in procurement planning processes, procurement transactions, and contract management.

Logistics and Monitoring & Evaluation: Reviewing electronic information management systems and microplanning reports, and ensuring logistics to ascertain accountability for LLINs across the entire distribution chain.

Results

Through their hands-on fiduciary assurance approach, Edes & Associates mitigated fiduciary risks by implementing effective safeguards. They ensured that funds were spent in accordance with funder grant agreements, achieved value for money, and enabled the effective execution and completion of the programme’s implementation. The fiduciary assurance services provided led to streamlined financial management, procurement, and logistics processes, contributing to the success of the campaign.
