Technical Support for CDC Project Setup

A large public health logistics and supply chain organisation based in Uganda retained Edes & Associates to provide technical support in setting up a new 67.7 million USD Centers for Disease Control and Prevention (CDC)-funded project. The project aimed to support CDC Uganda-funded programs by improving the distribution of antiretroviral (ARV) drugs, opportunistic infection (OI) drugs, and other essential medical products, while also enhancing institutional capacity for managing HIV/AIDS logistics services. To ensure a strong foundation for this large-scale initiative, the client retained Edes & Associates to provide technical support in establishing and operationalizing the project in full alignment with CDC requirements.

Edes & Associates’ responsibilities included:
✓ Providing technical support to develop manuals and policies for the project.
✓ Tailoring the SAP accounting system to meet the needs of the project.
✓ Implementing the provisions of the Project Financial Management Manual.
✓ Preparing and tracking project budgets, projections, and expenditures.
✓ Meeting all funder financial reporting and accounting requirements.
✓ Preparing monthly financial reports for approval by senior management.
✓ Preparing a timely request for the transfer of funds from the CDC to the project.
Results
Edes & Associates helped the client effectively set up and manage this new, large-scale project through their comprehensive technical support. The development of manuals and policies, along with the tailoring of the SAP accounting system, ensured efficient financial management and compliance with funder requirements.
As a result, the project successfully achieved key performance indicators, enhanced procurement and logistics management for HIV/AIDS-related commodities, and significantly strengthened the organisation’s ability to manage HIV/AIDS logistics services. This strategic investment in technical support enabled the client to deliver on its objectives, maximize the value of funder resources, and establish a robust operational foundation for long-term impact in Uganda’s fight against HIV/AIDS.
